Scroll Budget for Android ยท Effective October 21, 2026
In short: everything Scroll Budget knows about you stays on your phone. There are no accounts, ads, analytics or trackers, and we never receive your data.
What Scroll Budget does
Scroll Budget gives you a daily number of swipes in apps you choose to limit. When the swipes run out, those apps are blocked until your daily reset. You can name an accountability buddy who gets a text, which you send yourself, when you loosen your limits or turn off the app.
Accessibility Service
Scroll Budget uses Android's Accessibility Service API. This is how it counts swipes and shows the "budget spent" and pause screens. The service is configured to receive only two kinds of information:
- which app is currently in the foreground, and
- that a scroll happened in one of the apps you chose to limit.
The service is configured without access to your screen's contents, and Scroll Budget doesn't read or keep any text, images, messages, passwords or anything you type. It doesn't record or store which apps you open, only a running swipe count for the current day. You turn the service on yourself in Android settings, and you can turn it off at any time. If you do, Scroll Budget notes it in its on-device accountability log.
Information stored on your device
Scroll Budget stores the following, only in the app's private storage on your phone:
- the apps you chose to limit;
- your daily budget, reset time, pause setting and today's remaining swipes;
- your accountability buddy's name and phone number, if you add one;
- a salted, one-way hash of your settings PIN (never the PIN itself);
- an accountability log of when limits were used up, loosened or turned off;
- the most recent network time reading (see below).
This information is not uploaded anywhere and is excluded from Android cloud backups.
Network use
So that changing your phone's clock can't reset your budget early, Scroll Budget checks the current time with Google's time services (Android's network time, time.google.com, or the date header from www.google.com). These requests contain no personal information. As with any internet request, Google's servers see your device's IP address, under Google's Privacy Policy. Scroll Budget makes no other network requests.
Text messages to your buddy
Scroll Budget never sends text messages itself. When something your buddy should know about happens, it opens your own messaging app with a pre-written message and your buddy's number filled in. You decide whether to send it. Any message you send goes through your messaging app and carrier, and Scroll Budget never sees it.
Sharing
We don't sell, share or transfer any data, because we never receive any. There are no third-party SDKs for advertising, analytics or crash reporting in the app.
Deleting your data
Uninstall Scroll Budget, or clear its storage in Android Settings โ Apps โ Scroll Budget โ Storage. Either removes everything listed above.
Children
Scroll Budget isn't directed at children under 13 and doesn't knowingly collect information from anyone.
Changes
If this policy changes, the new version will be posted on this page with a new effective date.
